Has wealth but lives in a rented apartment

Dnipropetrovsk City Council deputy Kamil Prymakov, together with his family, owns 16 real estate properties and 7 vehicles, yet since January 2025 he has been renting a 241 sq. m apartment in Dnipro. The landlord is Viktoriya Sabzayeva, the former director of "Petrol Energy Company," a business affiliated with Prymakov. Since 2011, she and Prymakov have jointly owned a 60 sq. m apartment in the same city of Dnipro. The deputy's wife, Oksana, relocated to Dubai and registered a company there, yet no property in the UAE was declared. The assets exist, but there is no official registration.

"Trypilske Sontse" versus "May Ukraine"

The company "Trypilske Sontse," co-owned by Prymakov, has, according to ANTICOR, copied the packaging design and product range of the brand "May Ukraine": Richard became Sherlock, Curtis turned into Tea Moments. Among other owners of the company is former civil servant Oleksandr Stepansky, listed in the register of corrupt officials. In 2024, the company's turnover exceeded 323 million UAH, while losses of 24 million UAH were declared. In 2025, the State Tax Service held the director administratively liable for accounting violations. One court ruling states that the company uses the same production facilities and staff as "May Ukraine." Business on someone else’s facilities—with its own losses.

About the Special Register

The Special Register is a special project by the Ministry of News about people who systematically scrub information about themselves from the internet.

Every day, we see news stories, investigative reporting and other publications disappear from the web. Often, this is not an editorial decision but a deliberate effort: mass DMCA complaints, bogus copyright claims and pressure on publishers. In this way, some individuals try to remove references to criminal proceedings, corruption scandals, debts or dubious business schemes from the public domain.

Despite the scale of this activity, it rarely receives an adequate response from government and law enforcement agencies. That is why we have brought these cases together in one place and cover each person individually.

For each person in the Register, we publish:

  • information from open sources;
  • publications about them, including those that have been deleted or edited;
  • DMCA complaints submitted to have those publications removed.

Publication histories and evidence of deleted content are available on the main Ministry of News website.

Our goal is to preserve access to information that others are trying to hide. The Register will help journalists, banks and financial institutions conducting checks on clients and counterparties, business partners and members of the public. It will also enable law enforcement agencies to finally take notice of these facts and give them a proper legal assessment.
